Gap register
What I don't know
This is the page a competitor won't copy, because copying it means admitting the same gaps. It is also the practical one: if you arrive at a question I've already flagged as unknown, you get an honest answer instead of a confident guess.
No programme in any of the four states publishes how a contractor is told when funding is running out. I checked all four. This page is what I have not been able to establish, kept in public.
Funding & notice
OROPENHow is a residential trade ally notified that Home Retrofit funding is running low?
No formally defined mechanism. The only published clause is “All incentives are subject to funding availability and may change.” The observed channel is the Insider monthly trade ally e-newsletter, which is opt-in and free. Solar publishes a weekly incentive status report with funds remaining; residential HVAC has no equivalent.
OROPENIs there a contractual minimum notice period before an incentive changes or closes?
None found. The 2025-07-24 Business Development Fund exhaustion notice was published after the funds were gone, which is the only precedent on record.
AZOPENIs Efficiency Arizona (state HEAR) currently accepting applications?
Guidance references a date that has already passed. No page states applications are open. No figure served.
NVOPENDoes NV Energy offer a residential heat pump rebate at all, and what does it pay?
Every NV Energy URL returned an empty shell to automated fetching. Unresolved by any means tried so far.
ALLOPENIs there any programme in these four states that publishes funds-remaining for residential HVAC?
One: Energy Trust solar, weekly. Nothing for residential HVAC in any of the four.
ORASKEDWhen does the Manufactured Home Promotion end?
Energy Trust's sources disagree on when the Manufactured Home Promotion ends: the promotion page gives an end date and the incentive sheet gives none. We have asked Energy Trust and do not predict when it changes.
Inspection & verification
OROPENDo Energy Trust residential measures require a post-install inspection?
Not published either way. This is the single largest hole in the Oregon record and the reason the Oregon badge reads AMOUNTS VERIFIED rather than VERIFIED.
OROPENWho schedules verification when it is required — the trade ally, the implementer, or the customer?
Unpublished. “I assumed they would call” is the most common way a window gets missed, so this is worth a direct answer.
OROPENIs there a window from install date for verification, and what happens if it is missed?
Unpublished.
AZOPENWhat are TEP's and UniSource's actual efficiency thresholds for quality installation?
Neither publishes them. Both require the inspection that the thresholds decide.
Pre-install & sequencing
OROPENWhich Energy Trust pathways require an assessment before work begins?
Income-qualified pathways are the likely candidates. Not published. Unverified.
OROPENMust approval be in writing before equipment is ordered on any pathway?
Unpublished. This is the most expensive unknown on the list — ordering early on a programme that requires prior approval can make a job permanently ineligible, and it cannot be fixed afterwards.
ALLOPENWhat lead time should a contractor plan for a pre-install assessment?
No programme publishes one.
Participation & third-party support
OROPENIs there anything in Energy Trust's rules about third-party rebate support that I should know?
Not yet asked directly. It is question one on the implementer call, and it gates the pricing model, so no pricing appears on this site until it is answered.
OROPENWhich measures can only be claimed by an enrolled trade ally?
Partially known. The ducted heat pump rental amount is recorded as requiring an Energy Trust trade ally — non-trade-allies and their customers cannot claim the increased amount. Whether other measures carry the same restriction is unconfirmed.
OROPENWho holds the residential Program Management Contractor role?
Could not be confirmed from published sources.
Territory
OROPENWhat do the consumer-owned utilities outside Energy Trust actually pay?
EWEB publishes $1,000 standard and $6,000 income-qualified for a ducted heat pump. That figure has not been through a second independent extraction, so this site serves no EWEB amount. The other 23 non-Energy-Trust electric utilities in the mapped set are unrecorded.
OROPENThree mapped ZIPs have no electric utility on record: 97056, 97141, 97367.
Recorded as unverified rather than guessed. Sending me one of these is genuinely useful.
OROPENDoes the mapped set cover the whole state?
No. 130 ZIPs are mapped. Oregon has substantially more. A ZIP outside the set returns “not in the mapped set” rather than an answer.
Vehicle side — chargers, EVs, scrappage
OROPENWhat does PGE actually pay for a home charger, and separately for a panel upgrade?
Not published. PGE gives one combined figure — “up to $6,000 on faster home chargers, electrical panel upgrades and ongoing bill credits” — and no breakdown anywhere on the EV pages, the Smart Charging page or the PGE+ FAQ. This is Oregon’s largest utility and the single most commercially important missing number in the state. Both PGE commercial charger programmes are separately funding-exhausted with a waitlist.
NVOPENWhat is the enrolment incentive for NV Energy’s residential managed charging programme?
No figure appears in the programme handbook (Rev 007, 07/29/2026) or the terms and conditions (Rev.005). The only bound stated anywhere is that the payment “shall not exceed the purchase price of the charger, charger equipment and/or installation service.” Enrolment is open until 2026-12-31 or until funds are reserved. Nevada has no vehicle-purchase incentive of any kind, so this one number decides whether the state has anything sellable on the vehicle side at all.
AZOPENWhat does Arizona’s voluntary vehicle repair programme actually pay?
ADEQ publishes two different answers on its own site on the same day. The overview and FAQ say “up to $900” for gasoline and light-duty diesel. The eligibility checklist says “$550*” for gasoline and “$1000*” for heavy-duty diesel, and I could not locate the text the asterisk refers to. The same page also states a model-year cutoff of “2006 (12 years or older)”, which does not compute in 2026 — so the page may simply be unmaintained. I will not publish a figure until someone at ADEQ tells me which is operative.
CAOPENIs South Coast AQMD’s Replace Your Ride still accepting applications?
Unknown. The live application portal blocks automated retrieval, so its open, closed or waitlisted status could not be established. It is probably the largest vehicle-replacement programme in California. Separately, CARB’s statewide grant table and the district’s own flyer invert the battery-electric and plug-in hybrid amounts — identical figures, swapped labels. One of the two official sources is wrong and I do not yet know which.
ALLOPENWhich vehicle and charger incentives can actually be combined?
No source publishes the matrix. Individual programmes state exclusions only against named others: one state charger programme excludes all utility, air-district and community-choice money; an air district excludes every other agency for the same charger; three utilities exclude each other on used-EV rebates; one utility nets other incentives out of its own base before calculating; one caps all rebates of every kind at $5,000 per account per year, which reaches heat pumps too. Two programmes explicitly permit stacking. One provider publishes a combined total whose arithmetic does not add up, which implies unstated exclusions. Adding two of these together without confirmation is the most expensive mistake available on the vehicle side, so until each pair is confirmed by phone the answer is that I do not know.
If you know the answer to any of these — because you asked, or because it happened to you — that is worth more to me than a sales call. Every one of them turns into something I can tell every other contractor.
